Natsu and Lucy I can say the only couple in anime that really doesnt really need validation to their relationship like confessing, their bond is special they are best friends, family and lovers to each other.

Lucy was expecting Natsu to say "I love you". This intriguing moment has already occurred for almost 3 times in an anime and each time Natsu's phrase "Lucy, I wanna tell you something important" made Lucy blush and thrill with impatience

They are very close. As for me, definitely closer than even "best friends" already. I just understand Mashima, that he just wants to prolong the moment of their relationship, because if they say directly one day "before the ultimate end of the anime" "I love you" the drama and buzzing around this pairing would fade very quickly and it ruined may be the main concept of the interaction between the main characters and it would turn into the usual "low-grade" romantic tale.

NaLu hints are almost in one of each 8 or 10 episodes of the anime. It's already almost fully-canon pairing and Mashima just maintains the tension and avoids the direct answering because he doesn't want his creation to lose popularity.
