I'm gonna name some Bill Cipher feats. (Not Bill Sans because I don't know much. He is about Ink's level I think.)
Physical Strength: Created a crater with a single punch.
Strength in general: Uhh killed Time Baby.
Combat Speed: He was able throw a series of Jojo like punches.
Speed: Closed a large gap near instantly.
Durability: Isn't really good... was able to tank punches from a mech?
Intelligence: Oh I know lots of things! LOTS OF THINGS...
Hax: Insane regen, Reality Warp, Matter Manipulation, Time Control.
Can't get tired. Abides by higher dimensional laws. Can instantly materialize anything.
Feats: Destroyed his universe, killed Time Baby and even 11D beings fear his power. Threatens the multiverse.
