Sheriff can hire who they want and deputize who they want. That's the power of all Sheriff's across the country.

The deputy who is also the head of the union and a critic of the sheriff was arrested on probable cause for time fraud. Time fraud (grand theft by false pretence) is highly common in law enforcement and easily perpetrated because there is usually no external audit or review of time sheets of hours worked by officers. This is why the law enforcement budget is so outrageously enormous and sometimes overspending leading to deficits

The San Mateo County Sheriff is an elected official. No other elected officials or political appointee should have the power to remove the sheriff from office! Only the voters can directly do so in a recall election! Sounds like the Board of Supervisors are simply ganging up on an elected sheriff who they did not like.
