From my understanding, anytime there is an "emergency", the Governor gets to make money skimming off the funds she allocates to the emergency.
She has an allowance, she pockets 50% and uses the rest to hire contractors...who pocket 50%, leaving less 1/4 for the people who actually need the aid.
