I have the same instant pot and if there's a question about whether it had been used or not just take the seal ring out from the lid. And if it's been used previously that ring would have absorbed odors and you can probably tell if it had been used just by the appearance. Since you said it smelled like plastic that probably means it has not been used but you never know.

Since watching y’all, any time I return stuff to Amazon, I make sure to package nicely, put little parts in a baggie, and write a happy note saying why I returned it. I had a shelf organizer that was too wide for my pantry shelves but nothing else was wrong with it. I had to put it together to find out it didn’t fit. So I put a note in a baggie with the screws so no one had to wonder if there was a problem with it.
