Rolex Submariner 116610 vs 16610, New vs old. Lume half light

I need your advice. My submariner's seconds hand started to move erratically (moving normal, then stopping for a few milliseconds then resuming). It's fairly obvious with the naked eye, and yet I don't lose time. I brought it to 2 Rolex ADs for service but they don't find any problem with it (?!), and claimed they even had it run through their testing equipment (I left my watch with them for a couple of weeks each). It's so strange they don't acknowledge it. How can I contact the actual Rolex company itself to complain about this? TIA
