Was FAA Outage from Ransomware or Cyber Attack?

Southwest's meltdown, the FAA grounding all flights due to a NOTAM system outage, then Canada having an NOTAM outage the next day is all very suspicious. The operational technology is old and vulnerable. Could the mysterious serious of outages be from ransomware or cyber attack?
