Well this doesn't make sense. If States are suffering a financial burden because of illegal immigration. Does this mean the executive branch gets to institute the immigration policies it wants at someone else's expense? It sounds like it's not a Constitutional issue but a civil issue. So the States could take the Federal government to civil court and sue for financial loss and damages that immigration policy has caused. What is government? Make someone else pay for the things you wanna do and and what you believe? Why does someone else have to bear the financial burden of someone else's political agenda? States can only collect so much of their own taxes.
