This does make sense though. Makima's entire power depends on people thinking of themselves lower that her. Even the slightest bit of intimidation would give Makima a huge edge. But Goku is like the chainsaw demon. He doesn't think of himself as lower than makima at all. So I think her powers are negated against him.
