Whis thought such a feat was a rumour until he witnessed Jiren in person and looked at Belmod to confirm the rumour was true. Lord Beerus didn’t think it was possible for such a mortal to hold such power that it shook the world of void (Infinity). Jiren outside of the ToP rules has to be considered too. Broly vs Jiren would be like the Holy Grail of fights for me.
