I think bb isn't that bad, he's not great but even by only stopping 1 bullet his shield is still really valuable if you're good with a gun and you can hit your shots...

Blackbeard is always going to be the worst and most selfish op in this game because it's a team-based game and he has two shields to protect him from a headshot, but his ability doesn't help his team whatsoever. If he gets a major rework, they should make him into Rook where he has 10 shields and carries a bag where teammates can take two shields or something like that.
