This one gave me a headache too - if you can't find the 3rd guy on the inside of the maze, go out to the street and you'll prob see him near the elevated train tracks.

I seriously can't find the last guy! he's not anywhere. I already searched the whole area.

okay, i'm not crazy. this mission is just bugged for me. Not getting the prompt to hunt down the conduits.
