From being privy to her past behavior, running from law enforcement to avoid accountability for criminal actions by her is not so hard to believe. She has been responsible for turning the citizens of Dolton's lives upside down and inside out.

Situations like this are less likely to take place when the people are more involved in Civil Engagement. I feel that this could have been nipped in the bud from the git-go, but for having the majority of the people's initial support.
