I have this noise in my QC804 after 4+ years of use. On mine the noise spiked up so I opened the NVR hoping it was the disk (easy to replace). The cooler assembly was held down to the chip with two plastic push pins. One was disconnected resulting in the cooler not laying flat on the CPU. The thermal adhesive was only partially connected with about 1.4 the residue on the cooler and 3/4 on the CPU. I was able to fix the push pins and get them to hold the cooler down. I did nothing to the thermal transfer stuff. Still had noise, but better now -- Probably a little better than your recording. I have not seen the cooler available anywhere. Q-See chat was helpful trying to diagnose, but ended up saying I needed to return for repair ($75 minimum, no max). I will see how my "repair" holds for a bit while I look for alternatives before entering the repair bill lottery.

I have same noise on QC8816 NVR, I am looking to replace this with quiet fan. Did you replace yours, or can recommend compatible replacement.

The fan in my QC808 NVR stopped spinning altogether overheating the hard drives. Does anyone know of a compatible replacement. Q-See tech support was little help.
