I can't see this as a tool because of it's composition. Schist is not strong enough to handle rough usage because of it's thin construction. More likely it's some sort of ornament, possibly for a fountain with water coming up through the center and splashing on the wings...or not.

The Sabu disc is made from schist and is very fragile. It was found in several pieces. It is very obviously a decorative or ceremonial dish and is not any kind of tool or functional object. It may have been used to contain fragrant herbs etc.
