There’s another player in this you forgot to mention. The first person to publicly announce that they solved the first 3 parts: a little known cryptographer and computer scientist known as Jim Gillogly. He successfully decoded the first three parts but the NSA later said one of their agents got there first six months earlier. So you can choose who you want to believe but it is MUCH funnier to think that some guy beat the NSA to the punch.

My bet is that the last code is a one-time pad. Basically impossible to solve without another critical piece of info, that being whatever the artist leaves behind after his death.

It would effectively make the sculpture the author's epitaph.

Its a wavy structure. Why would an artist do just plain copy paste the code? It probably has to do with the shadow or maybe reading through the folds

There's one at the University of North Carolina at Charlotte's campus, except its actually in Cyrillic and cylindrical instead of wavy. Across the path from it is a similar sculpture with the text of Adam Smith's Wealth of Nations on it that wraps around in a way resembling a spinning top. It's outside the history and economics buildings respectively.

It would be hilarious if the last one either had a mistake, rendering any cypher useless, or was purposely created to be unsolvable.
