I'm going to have to disagree with you on the USB-C L"legal requirement". That only applies to mobile devices. I can't see a mouse or track pad being classified as a mobile device. However it doesn't make sense for Apple to keep using lightening for one or two select devices so it does make sense to go USB-C going forward.

Since you are not in the EU and probably haven’t read the act, the mandatory USB-C applies to mobile devices, tablets and cameras only not to keyboards and mice
