Oracle only enhances the *wearer's* hp regeneration and shield effects, so that means *LAYLA* should be the one using *Oracle* not *ANGELA.* But considering many Junglers, they don't use oracle because it might cause their damage to lack, and it only benefits to fighter/tank junglers that have spell vamp/lifesteal/shield and high HP.

I've seen people do this a couple of times. Oracle doesn't boost the heal or shield that's given but it boosts the heal or shield received instead

Dear viewers, the one wearing Oracle is Layla. Oracle increases INCOMING heals an shields, not OUTGOING heals and shields. Only the wearer of Oracle cam benefit from it.

Que yo sepa el oraculo solo funciona en los efectos curativos de el usuario a los demas pero no en escudo...por lo tanto no funciona si layla no lo tiene...

If you don't know it is a support item when healing shielding allies they gain a shield when there hp is below 30 percent
