There is a person, Ukrainian citizen who now is in Ukraine works from home as freelancer - translator. The person works for companies from Finland, Italy, Sweden, France but not for a German companies, and, of course, not for German individual citizens.
If this person will move to Germany there are two main questions:
1) can she become self-employed person or "freiberufler" while she don't have any certificates which proof that she is translator? She just a very good translator, and companies which pay money to her are satisfied with her job. So, can German bureaucrat forbid her to do her job until she get some certificate? (as I understood, this certificate is needed for having status of "freiberufler", but is it possible to be not a "freiberufler" but just a "small business" without any certificates with some different taxes than real "freiberufler"?)
2) Main question: is it possible to not deal with VAT, when all clients are outside Germany? I.e. is it possible to apply "Reverse Charge procedure" (§13b Abs. 5 UStG) and do not worry about VAT? Because Sweden company will not pay additional price for the job, and there is no sense to start this business at all if she has not only to pay taxes but also pay VAT from herself.

If these are complicated questions, could you please advise tax consultant who really knows all the details on this topic?

Thanks!

Question: If I am employed with a company as a full-time employee, and on weekends I want to provide services to some companies too. I get myself registered with Finanzeamt as a freelancer or as self-employed. Then whether my all earning (job+freelance) will count as freelance earnings or only the money that I have earned from freelance will fall under freelance earnings(and will be taxed accordingly)?

But I don't know what has to be included in it, specially that they told me that I have to attach a job offer with it.
