Breast cancer vaccine making progress following DOD grant

Is the word "vaccine" here being used in place of "therapy" now that they changed the definition? I don't know, this guy said phase 3 comes after phase 2 immediately following saying they are in phase 2. A lot of extra talking that seems unnecessary. I, of course, want to believe some awesome progress is being made. Sorry my trust is presently very low 😔.
