DASA-CIWG Choice Filling: The Importance of Priority

When applying for the CIWG quota, How important is the priority of choices?

To illustrate this point, let's consider the case of two students, Student A with a rank of 15000 and Student B with a rank of 15005.

Student A has selected NIT Suratkal, NIT Rourkela, and NIT Calicut as their top three choices, while Student B has chosen NIT Calicut, NIT Trichy, and NIT Warangal.

Student A chose
1. NIT Suratkal,
2. NIT Rourkela,
3. NIT Calicut

While Student B chose
1. NIT Calicut,
2. NIT Trichy
3. NIT Warangal

Both students are interested in pursuing computer science engineering (CSE) and are vying for the last available seat at NIT Calicut. However, Student A is only eligible for their third choice, NIT Calicut, while Student B is eligible for their first choice, NIT Calicut.

The question then arises: who will be awarded the last seat at NIT Calicut?

Student A (Rank 15000 with Calicut as Choice 3)
or Student B (Rank 15005) who has kept Calicut as Choice 1.

Please explain.
