What I've noticed a lot in my online conversations is that many people know the language of fallacies, but have no genuine understanding of the fallacy. So they make accusations of fallacious reasoning that are incoherent.

I want to clarify that the intent should be trying to negate their argument by a personal attack.
I'd argue that not all personal attacks are ad hominem attacks. Sometimes you might make a personal attack due to other causes aside than trying to counterargue. For example, the person may be legitimately acting in bad faith or making personal attacks to you. A retort of a personal attack may not be about their argument but a general attempt that disengage with bad actors. No one should be held hostage by bad actors.
