To scale an object, simply type in the command line SCALE and select the objects you want to scale. You can select dimensions as well. To scale an object without changing its dimensions, create a new dimension style, go to Primary Units, and under Measurement Scale, set the scale factor to half of what you applied for the scale. Then, apply this dimension style to the scaled dimensions to bring them to their original measurements.
