New Video Limiter in Premiere Pro

This tutorials takes you through the settings in the new Video Limiter. This new limiter is meant for digital television broadcasts so if you're someone producing videos for the web, it's not something you should worry about.

I am finding that even with the video limiter that there is a narrow band in the middle of the RGB waveform scopes that shows the video peaks beyond 100 whether I set the compression at 3%, 5% or 10%. The majority of the footage is capped but the same bands do not change. This is 4k HDR footage in a Rec. 709 sequence that I am exporting for broadcast.

Hi!! Thanks fo rthe awesome video! Question, is there a effect or some way to do exactly what the video limiter does BUT instead of reducing the highlights, incresing just the clipped blacks that are waye below the 0 IRE? I am in trouble right now bc of this

Hi everyone! Thanks 4 this video amazing data! Here is a question.. they are asking me for this LUMA RANGE 16-235, CHROMA RANGE 16-240, how can I get this? video limiter which one? also don´t know how to do the Chroma... thanks!

I had noticed when using this filter the chroma wasn't changing in my vectorscope. You mentioned that this video limiter doesn't affect chroma because it doesn't apply to digital video broadcasts. Since the US now broadcasts digital video, does that mean that I don't need to worry about chroma levels anymore? Providing my luminance levels are legal, can I just adjust my chroma by eye and go with that? Are there instances where chroma matters anymore for delivery of content? If chroma does still matters for delivery sometimes, can you suggest a plugin for premiere for a limiter that affects chroma?

I noticed that your Lumetri scopes were set to Clamp 8 bit. I usually operate with mind unclamped on the Float setting, for a truer reading of the signal. Thoughts? Also, what about using this as an analysis tool on top of a Lumetri color adjustment, where you then make adjustments to the grade to get the video closer to spec without smashing it with the Limiter? Gives you more control over the adjustments, and then the Limiter can take care of smaller, less noticeable stuff like little specular highlights.

Hi Colin thanks for this video. You mention at the end that YouTube uploaded dont need to worry about this. I have a video with heavy reds in it (the colour not the camera) and I get major pixelation (chroma subsampling) when uploading it to YouTube and social media. Is this fixed with the limiter?

Do not work with Clamp Signal on!
To work with Clamp Signal is the same as when you work with a voltmeter and 220v and you push 12v Clamp Signal. Whant you push the wire?

If I'm uploading footage to services like Adobe stock this is what I would use so I could say that it's broadcast safe, correct? Thanks for making these "unglamorous" videos too. Very technical subjects are not always popular.

What Premiere Pro CC audio and video limiter settings should be used by USA local Public, Educational & Government Community Cable TV Stations (PEG Stations)? Currently most Cable TV broadcasters (Comcast/Spectrum/Charter) will only broadcast PEG Station programming in SD and not HD or Full HD.

I'm editing footage and the RBG Parade is moving wildly up and down. Not the colors themselves but the actual numbers on the sides. I checked the clamp signal box and it stopped but is there something wrong with the software? Thanks

what about this? How would you approach this requirement: "
When viewed on a waveform monitor in RGB mode, all of the program video signals should lie within the range of -5% and +105%. This equates to -35mV and +735mV, respectively. The resultant luminance signal (Y) should lie within the range of -1% and +103% (-7mV and +721mV)"

I use Premiere Pro CC 2017. The video limiter effect doesn't have IRE settings, it's different... How can I be sure that my video signal is between 7, 5 and 100 IRE by useing the obsolete version?

You're adamant that this is only relevant to broadcast, nothing else. But elsewhere I see it being very, very relevant to DVD and Blu-ray mastering.
