Article 38 This Law shall apply to offences under this Law committed against the Hong Kong Special Administrative Region from outside the Region by a person who is not a permanent resident of the Region.

It funny that UK is offering "pathway" to its citizenship ( not even citizenship ) for the Chinese in HK, now that HK is no longer a part of UK. For about 150 years before China took over HK back from UK in 1997, UK should've but never offered to the Chinese in HK any UK citizenship, any UK voting rights, any UK passport, any other benefits of being a part of UK, and not even voting rights to elect the local governors of HK's own local puppet government.

So let's dail into details for us foreigner... Say you are from India but you have a business in Hong Kong. When you are at India, and comments on your own social media that you support your own country against China army, you break the law and are possible deny entry to HK. And since this is a China law, not pass by local HK, the power of interpution is on Chinese law council. China will set up a above all local law division in HK to oversee the education, monitoring and executive of this law. And again let's remind everyone that China law can count what happened in past, rather than from a law's effective date. Even at the end of the whole set of law said effective when this law pass (July 1st), again the interpution is on their hands, they did before, bending their law to what suits.

China does not allow Twitter Facebook and other companies to do business in China and how can it expect International norms and regulations. China respect International norms and regulation when it favoures them But they made their own regulation when it comes to South China Sea. So banning of chinese AAps is good and should continue. Hong Kong will be fine. Trade and commerce will be continue to prosper. Things will be alright despite what laws are passed. People will still prosper because Hong Kong will still be the jewel of the East. The politics will never be as corrupt as the current state of America under Trump. Hong Kong people or the Chinese will always be better off than the way Americans treat each other.
