Is this controlled over wifi? If so, how can it be controlled outside?!

3g needs an additional sim card and the phone disconnecting from the network I think. what should be done is to update the ar drone so that it can support WIFI-N and why not in the futur 5.2ghz.

why?, you create your own wifi, only between your device and the drone. you dont need a wifi connection to fly it :P
