Rumsfeld said, "We'll see what happens" all the time during the run up to the Iraq War.

He kept saying that for a while in the early days of the invasion, but he stopped as the war dragged on.

By July of 2003 DoD thought the war was essentially over. One general actually wrote a book that came out in July on the "lessons learned" from the Iraqi invasion, as if the whole war effort was over.

Years later Rumsfeld rarely used the phrase. And the whole world is still seeing what happened.
