I think a lot of people are confusing between "autonomy" and "sovereignty". The BARRM is still under the supervision of the national government but only "supervising". That includes power that is not granted by the national government to BARRM (such as defense and police) Art. 5, Sec. 1 of RA 11054. On the other hand, the powers granted by the national government to the BARRM are exercised and implemented by the BARRM itself (Art. 5, Sec. 2 & 3). If the national government allows BARRM to engage directly to other countries, then the BARRM has all the rights to do so. And even if they are not yet granted by the national government of such power, they can still exercise it if you consider the provision of Art 5, Sec. 3 of BOL, which is the General Welfare Clause (although that provision is kinda vague). BARRM has autonomy to govern itself but the sovereignty is still on the national government.

But if it is federalism, the BARRM (and other Federated Regions) will have way more power than what is stated in BOL because states will allow to exercise not only powers delegated by national government but also constitutional powers directly granted by the federal constitution, if we are on a federal form of government, not unitary.

Bangsamoro Autonomous region, Can not be secede, Indivisible and inseparable from Philippine Territory. so don't even think about declaring Independence, because it will never happen. Hindi porke't pinagbigyan kayo ng Gobyerno ni Duterte, after 5 yrs. 10 yrs. 20 yrs. kapag malakas na at stable na kayo at pasimple o pasikretong bumubuo ng Military group nyo. Akalain mo mga kaaway ng Gobyerno ni Marcos noon ngayon Pinopondohan at Malaking Teritoryo pa ang nasakop nila kung saan naroon ang oil at langis liguasan Marsh, sulu at tawi tawi oil etc. Dios ko po ganda ng napili nyo ah! at Mabait kasi ang Phil.
