hashboard repair: only 24 ASIC found antminer T17 card exploration

In this video, we diagnose a card that only finds 24 ASIC. I go through some checks you can make to try and localize which chip is causing the problem. This particular card showed good voltages under the testing system (not shown), no solder balls were present, however, bad resistance on the RO pin at chip 8 (which is chip 24 on the RO line)
