Tarnak could'nt win because Jinwoo's shadows keeps resurrecting. The moment he realized that it was a trap hes already dead. Beru and Bellion are marshal ranks in the shadow ranking which is the highest a shadow can get. With that power and unlimited resurrection even the other monarchs wouldnt win unless they aimed for Jinwoo if they can tho.
