Jakarta problem is the ridiculous amount of single unit housing unit, they prefer to live in a landed house in front of a polluted river rather than in a flat or apartment (rusun).

Flat and apartment creating a more dense area, and thus higher demand of public transportation rather than a landed neighborhood.

The government should create more high rise apartment and get rid of this slums (yeah sometimes forcefully).
