I think Jiraiya could have won in the rain village but nowhere else. If he had full knowledge as well. Reason is bc if hes fighting near the rain village pain cannot use his two strong jutsu which are arguably the only real threat to jiraiya. Hed come up with a similar plan to naruto I imagine.
