That most likely was put there or washed up from a nearby cold and shallow river

I think it's a lungfish. When it gets dry they burrow in the mud and cover themselves with a mucus sac and enter a dormant state until it rains again.

I know What It is. It's a creature called a Lungfish, They go Underground when There's no Water in its habitat

Ok hear me out. It may actually be an earthworm. Depending on where the video was taken. There is a apecies of earth worm that gets huge, named the giant Gippsland earthworm. Suckered are over 5 feet long and as thick as a human forearm.
