How to Write a Twitch Chat bot in 5 Minutes!

IRC is cool I guess.
Most chat systems use IRC so it's good to get used to this sort of thing, where better to start than the largest provider of online chat systems.
I promise I'll do PubSub next.

How would I send a welcome message (just a general one and not a directed one) for whenever a viewer hops onto stream.
Like say someone joins my stream and I want them to know that they're acknowledged and welcoming them while also encouraging them to stay despite my quietness.
