Couple things you're forgetting about... What if you spawned next to a near completed ruined portal that had a looting 3 sword, and you could just complete the portal. With perfect luck you could get 8 blaze rods with 2 blazes spawned (first blaze cycle). Then you could obviously get those 2 perfect pearl trades and blind travel into a cavern where the end portal room already is. This is much faster than digging down, and also happens a lot in hypermodern speed runs. I think the time can go down to about 6 minutes or so with perfect luck.

lol can't believe 8:09 has been beaten already by zylenox's 7:45. Also, FSG (filtered seed glitchless) isn't mentioned here. I think the major timecut is the hypermodern strategy of using buried treasure, shipwrecks, magma ravines, bastion routes, blaze bedding, educated portal, and zero cycling.
