A rifle is a piece of equipment. The US military does not have "assault" rifles. Newsom would know that if he had ever served his country.

And that's not what the judge said about the comparison to the weapons. he said "It's good for home defence and the defence of the homeland." That's why the American citizen has the right to own military style weapons. Newsome is worried because an Armed people will stand in the way of their radical plans.
