I think it's the low resolution that makes it harder to see details that makes it scary, as it allows the mind to try and make sense of the pixels and thus trick you into being more scared

Even though some realistic horror games are scary like poppy playtime, Alien isolation or Bendy and the ink machine for example but you can't argue that most horror games with bad graphics is the most scariest one's like fnaf, petscop, silent hill, etc.
