Not only Mostima seems to deal less damage, but she also attacks slower

At least that is what critical people would say in the first place, not noticing that Mostima does not have a cap for number of enemies hit, the attacks dealing arts damage can be useful against enemies with really high defense, and the "slowing aura" in her range as well as the knockback of each hit. However, S2 is where Mostima really belongs to

Mostima is still more useful than Chen tho. Chen requires massive investment in her M3 to become slightly useful which is not worth it since Surtr and S3M3 Silverash exist as a pseudo helidrop and has way better DPS and longer skill duration.
