What if you could use the penalty cards for extra rerolls or something? At least that way failing a turn also gives you some dice manipulation to mitigate luck in future rounds.

There's a new version of this out, with more components and mitigates most of the negative points... like lack of dice mitigation.

Sam describes at the end that there are games that work similar but better. Aside of king of Tokyo, what would they be?

Great review. I like a lot of things about this game, but as you said, the Village Idiot deck is NOT a good addition. My primary issue with it is that it's ABLEIST. Imagine trying to play this game if someone in your family is mentally disabled. It reads insensitive right away! But then, gameplay wise, it's ALSO not good. The game is immediately improved by simply removing it from the game.

BUT, I'd suggest replacing it with a different deck. If you miss on your turn, gain a card from a separate deck that gives NO points, BUT has a special function. Some cards give you an extra re-roll, others let you flip a dice over. Some let you change a dice's color, or change any dice to a 1. You have to DISCARD this card to get the function. This type of game would benefit both from a catch-up mechanic as well as from the special abilities that help mitigate luck. Definitely a missed opportunity there!
