Proposal Managers typically have a process in place for how they coordinate writing assignments, meetings, reviews, data calls, and the other long list of routine tasks associated with responding to solicitations. Though some processes may need improvement (different matter), the vast majority of government contractors can most improve their efficiencies by simply using more of Office 365 and SharePoint Online that's readily available to them.

"Historically Proposal and BD professionals are likely the least informed or trained on new IT functionality" -- yes and yes. In my experience, they don't have the time or bandwidth to process emerging technologies -- their processes are stable and time-proven, and emerging opportunities are time-sensitive. I have seen a resistance to experimentation and testing (lest it disrupt the process). I think this need for continuous learning of cloud platforms can be intimidating to some, particularly the more seasoned professionals.
