Why ban? Why jail and fine? Isn't letting the people back in and quarantine immediately on their own expense a better and more humane way?

This is the hard nosed one one who went on holidays during the massive bush fires and keeps refugees locked up in the desert for up to five years awaiting assessment, yet children from wealthy families can stay on indefinitely while being fleeced by massively expensive university fees!
