You forgot to mention how we are expected to boot into Windows so we can then boot into safe mode. That’s why we are having a problem in the first place!

I mean, how do you get to "safe mode" if Windows never starts. Aftereall, it goes directly into the repair loop. Nightmarish. I only have this computer for piano instruction and it won't even let me do that.

Could this be a RAM problem? I upgraded my optiplex 745 from 4 to 7 GB and this "preparing to repair..." restart loop started. Took the drive to another optiplex 790 (not 745) and it works there. The 790 has 8 GB

I know how to do all of these fixes, however, I have never encountered a password requirement for the command prompt window. Any solutions to get around this?

I ended up doing something which has now has me stuck on an automatic repair restart loop. Can’t get into safe mode. Only have access to BIOS.

My computer is not even starting with the USB.
Please help.
