I noticed there is no cap on the blower portion of the vac, does it blow while you are using the hose to suck up trash. Is there a way to cover the hole?

I used the blower for the first time today but it doesn't seem to clip back into place. I certainly can't pick up the unit by the handle if it won't clip/snap back into place.
