I am created My First RDS DB instance its available in status but still when i am try to connect it from pgAdmin its shown

Unable tto connect to server:

Timeout Expired

how did you launch this postgre SQL - PG admin basically ?? it dosent seem on on prem ??, Also correct me if I am wrong if we have DB on prem and we want to connect to RDS in AWS cloud we will make use of VPN or Bastion host in VPC
