What caused Brazil plane crash that killed 62 people?

Investigators are working to determine why an ATR-72 turboprop plane operated by regional carrier Voepass crashed in a residential area near Sao Paulo, Brazil, killing all 62 passengers aboard. Alex Cohen has more on the investigation.

all control forces of the cokpit flight controls (volent, column and pedals)

ANAC granted dispensation because they knew the aircraft was unairworthy.
