Also if one of my accounts is ineligible for ads and having problems, would those problem carry over if I create a completely new twitter account in a different category but use the same debit card? Or would it be treated as a new beginning?

I learned from the mistakes on my old account but I'm nervous about my new account getting automatically flagged or halted because the same debit card/ user.
