My Hoya callistophylla was exactly the same way. I moved it over to semi hydro in early spring. It lives under a grow light summer and winter but I think the thing that made the biggest difference was upping the humidity. He literally sits next to my humidifier that is set to 70%. On top of this I find it loves the leaves to be misted daily. I find the hoyas with that matte/cardboard leaf love to be spritzed daily (Kerri, Caudata etc)
It has gone nuts this year pushing out two new vines and a ton of leaves along with flowering for the last several months :)

My Melino did exactly that, put her petiole right threw the new leaf. She was very tall so I just chopped it and started a new one. So far so good. It has not happened again but I am keeping my 👀eyes on her to make sure she behaves. ❤️✌🏻🌿🍃🌱
