Our NeoPixels blink with our Raspberry PI, but can we control them with Python

We have a KY-040 rotary encoder connected to our Raspberry Pi Zero W to presumably control volume. We also have a WS2812B LED Light Right connected to a few GPIO pins. Can we put the LEDs to work showing us our current volume level?
