In "New life begins" they shows in the earlier episodes, the food is limited and snacks were prohibited for women.
And the female lead was a gourmet. As a wife of a prince, she had to eat after him. And only has to take few bites. She, later breaks all those rules because the prince doesn't want to restrict her with those rules. And she even starts her own business 😂

That meat allowance is actually the most clever way I've ever seen of limiting the size of a retinue.
You can have as many as you wish, just know that you will have to feed them from your meat allowance.

Bet it was implemented by a noble or emperor who got sick of even minor imperial clerks having 20+ people as their retinue (leeching off of the noble/emperor).
And bascally filling the palace up to the rafters with useless people.
