Snitching is when you and one or more parties are all willing participants in a crime, and then one of you exposes or implicates the other person, especially to law-enforcement for the same crime you yourself are guilty of. That is a violation in several playbooks. If however you were perfectly law-abiding at the time and catch someone else in the act of a crime then exposing it to law-enforcement would not only be acceptable but also correct, morally. Too many of ya'll either don't know the real codes, weren't handed them and/or weren't taught them correctly. That's the problem with society now.
